House Bill 1173: AN ACT TO AMEND THE CONSTITUTION OF NORTH CAROLINA TO ELECT MEMBERS OF THE STATE BOARD OF EDUCATION, TO MAKE THE SUPERINTENDENT OF PUBLIC INSTRUCTION THE CHAIR OF THE STATE BOARD OF EDUCATION AS AN EX OFFICIO MEMBER, AND TO REQUIRE THAT VACANCY APPOINTMENTS BY THE GOVERNOR SHALL BE SUBJECT TO CONFIRMATION BY THE GENERAL ASSEMBLY IN JOINT SESSION.
