Thursday, January 30, 1868

The Convention was called to order on Thursday at 11 o’clock, Mr. Pres. Cowles in the Chair. No issues related to public schools were addressed on this day.

Mr. Hood presented a resolution to establish a committee to present to the Convention a list of all persons recommended to be relieved of their political disability. With minor modifications, the resolution was adopted.

Mr. Heaton urged the Convention to focus its efforts on the “great object for which it assembled – to form a Constitution.” He said, “It is high time this body proceeds directly to the performance of that duty. More than two weeks of valuable time have passed since their assemblage.” With that admonishment, the Convention took up the report of the committee on the Executive Department and continued to review and make modifications to proposed constitutional language.

The Convention then took up the report of the Committee on Militia that provides in part for the General Assembly to “provide for the organizing, arming, equipping and discipline of the militia, and for paying the same when called into active service. The Governor would be Commander-in-Chief.

On motion the Convention adjourned.
