In this report, we survey North Carolina’s private school landscape, describing: the agencies and associations that most frequently interact with schools in this sector; relevant legislative and policy developments that have shaped the private school sector in recent years; and the availability and usefulness to researchers, policy makers, and practitioners alike of relevant administrative data.

Paying particularly close attention to the state’s means-tested private school voucher program — the North Carolina Opportunity Scholarship Program — we summarize key trends since 2014-15 to 2017-18 and digitize original data that have never before been analyzed in a comprehensive manner to shed light on this understudied but diverse school sector.
