Last Friday, Gov. Josh Stein signed Senate Bill 889, blocking property tax reappraisals in certain counties from going into effect this year. The bill was sponsored by Senate President Pro Tempore Phil Berger, a Republican, who said in a February press release that North Carolinians are “shouldering the burden of massive increases in local budgets.”
In a release, Stein said the property tax reappraisal moratorium “provides tax relief for North Carolinians who are feeling pain in their pocketbooks,” but only helps residents in a few counties and is “not our most effective method of lowering costs.”
Democrats were split on the moratorium in the General Assembly. During debate about SB 889 and other bills proposing tax cuts – one other is a proposed constitutional amendment limiting property tax increases statewide – some Democrats expressed concern about limiting revenue while state and local governments are already struggling to provide services, like public schools.
