Janet Blount, the director of human resources for the N.C. Department of Public Instruction, has announced updates to the leadership and organizational structure of the department under Superintendent-elect Maurice “Mo” Green’s leadership that are “designed to drive growth, efficiency, and collaboration across the organization.”
The announcement says Green’s changes are “necessary to ensure the best possible level of service for public school units, students and their families in North Carolina.”

As the announcement was sent out, these jobs were publicly posted.
Under the new structure, the director to the state board, the internal auditor, and the general counsel remain dual reports to the superintendent and the State Board of Education.
The chart indicates that an executive assistant, a government affairs director, and the deputy superintendent will report directly to the superintendent. Green previously announced that Dr. Maria Pitre-Martin will be his deputy superintendent.
Pitre-Martin under the new structure will have six reports: chief financial officer, chief operations officer, chief academic officer, chief technology officer, chief communications officer, and chief accountability officer.
Other postings include director positions and a legislative liaison.
The announcement says the structure is “designed to streamline our operations and ensure the alignment of long-term goals.” It says there could be additional changes and that additional information is forthcoming about how the changes will affect teams and departments.
In an interview in Nov. 2024, Green said his goals will include a focus on student academic achievement and character development, increasing base pay for teachers, and promoting school choice within public schools.
The announcement includes a link to jobs that were posted and open effective Dec. 12, 2024. It says, “these roles are integral to the vision and goals of Mo and the State Board of Education for the future.” Internal and external candidates will be considered.
“While these positions are policymaking or managerial exempt positions that do not require posting,” the announcement says, “Mo has decided to post these positions so that more individuals have an opportunity to be considered. While each posting will remain open until the position is filled, initial interviews will be starting as early as next week.”
