Superintendents: Why is a hold harmless for ADM important?

Though it wasn’t mentioned during the Republican’s press conference yesterday, Pat Ryan, spokesman for Senate President Pro Tempore Phil Berger, R-Rockingham, confirmed to EdNC’s Alex Granados that an average daily membership hold harmless is included in the Senate’s PCS of House Bill 1105. See section 3.1 on page 34.

The N.C. General Assembly convenes at noon today.
