According to the Insider, “House Bill 96 passed the Senate unanimously but needs to go back to the House for a concurrence vote. Senators added to the bill the requirement for parental consent after the House approved the bill. The House needs to vote on it again before sending it off to Gov. Roy Cooper to decide whether to sign the bill into law.”
