Senate Republican leaders, including President Pro Tempore Phil Berger, R-Rockingham, filed a bill yesterday that would amend Read to Achieve and bolster statewide efforts to improve literacy. It is called the Excellent Public Schools Act of 2021, and it is Senate Bill 387. The bill centers around the Science of Reading and would incorporate training in it for teachers in pre-K through fifth grade and teacher candidates at educator preparation programs in North Carolina. It also requires the State Board of Education to develop new literacy instruction standards. The bill includes aspects of legislation passed a few years ago but vetoed by Democratic Governor Roy Cooper. The bill will be heard in a Senate education committee at 3 p.m.
