General Assembly Special Session Report: Senate

Today — Tuesday, Dec. 13 — marks the start of the special legislative session called by Governor Pat McCrory to address Hurricane Matthew relief in the East and recent wildfires in the West, among possible additional items. There has been much speculation about what unrelated matters the legislature could take up, including the possibility of increasing the number of seats on the Supreme Court. This would give outgoing Governor McCrory the ability to appoint two new judges to the court which, after November's election, ended up with Democrats claiming four of the seven Supreme Court seats. EducationNC will be live blogging throughout the session, which is supposed to last two to three days, with one reporter in each chamber. I have the Senate, Alex Granados has the House. Here's what's going on in the Senate. Content will be added from the top of this post.

Tuesday, December 13

Updated 4:15 PM:

The N.C. Senate adjourned for a brief moment to reschedule until tomorrow. Senator Phil Berger, R-Guilford, said the Senate is waiting on the House’s disaster relief bill. Berger said they will convene at 8 AM tomorrow for a skeleton session.

Updated 2:05 PM:

The N.C. Senate is in recess until 4 PM.

Updated 11:00 AM:

The N.C. Senate, after a slow start due to problems with the online dashboard, adopted a resolution for first, second, and third readings to be completed today.

Protestors are inside and outside the chamber, carrying signs advocating for health care and relief for Hurricane Matthew victims and against “court-packing.”

Without introducing any disaster relief legislation, the Senate adjourned until 2 PM. Nothing was said about what’s next.
