Alicia James is a Policy and Program Manager with the Institute for Emerging Issues. Prior to this role, she worked in state and local government (NC Office of State Budget and Management, Administrative Office of the Courts and City of Alexandria, Virginia) — with a focus on budget, policy and advocacy issues. She holds a Bachelor’s of Arts in English and a Master’s in Public Administration, both from UNC Chapel Hill.
